Unveiling of a structuring, innovative and daring project: Carré Laval | A city of carbon-neutral innovation on a human scale

Laval, February 3, 2020 - Ville de Laval today unveiled a major revitalization and development project for the area commonly known as the "Carré Laval", an area of nearly 4 million square feet located in downtown Laval and bounded by the Autoroute des Laurentides (A15), Boulevard du Souvenir, Boulevard Daniel-Johnson and Boulevard Saint-Martin Ouest.

Eventually, Carré Laval will become a living environment on a human scale, carbon-neutral, lively and attractive. This major project is in line with Laval's desire to create an innovative, distinctive and inclusive place to increase the city's prosperity and attract talented people from all walks of life.

The unveiling and announcement of major financial support by Quebec was made in the presence of Laval Mayor Marc Demers, Minister of the Economy and Innovation and MNA for Terrebonne Pierre Fitzgibbon, Minister of Finance and Minister responsible for the Laval region and MNA for Groulx Eric Girard, and MNA for Sainte-Rose Christopher Skeete.

"Laval is proud to be among the first cities to promote an innovative, carbon-neutral project of this scale, based on urban planning of public space within an evolving framework. Le Carré Laval is a distinct urban development. The City wants to create a welcoming, warm, comfortable, safe and lively atmosphere for businesses, workers, students, Laval citizens and visitors, in a way that makes them want to linger, and come back."

Marc Demers, Mayor of Laval

Major government support to bring the project to fruition
To lay the groundwork for this project, which will begin in 2020, the Quebec government has announced financial assistance of $10 million for the period 2020-2024 to Ville de Laval for the decontamination, redevelopment and upgrading of land in the sector, as well as for the development of multi-year planning. The aim of this contribution is to encourage investment and commercialization by bringing together research, innovation and entrepreneurial activities in an attractive, high-quality environment.

"This project represents a unique opportunity for economic growth in the Laval region. It will create favorable conditions for private investment and the arrival of leading-edge companies and research centers, which will coexist in an attractive living environment, generating positive repercussions throughout Quebec and internationally. It's the government's vision of strategically located innovation zones that is now taking shape, and that will give Quebec a new lease on life in this 21st century economy."

Pierre Fitzgibbon, Minister of the Economy and Innovation and Minister responsible for the Lanaudière region

"The development of Carré Laval is an important step in the economic and social development of Laval, a city that is set to grow considerably over the next few years. To ensure its prosperity, the region must rely, among other things, on collaboration between Laval residents, the entrepreneurial community and the research community."

Eric Girard, Minister of Finance and Minister responsible for the Laval region

A living place of innovation
Educational institutions, established companies and start-ups will cohabit within Carré Laval to make it a place of experimentation and collaboration that will propel clean, sustainable economic growth within a mixed living environment. To date, nearly 20 players from the educational and institutional sectors have expressed an interest in taking an active part in the project. They are active in the fields of sustainable development, the economy, mobility and the introduction of innovative social, scientific and cultural practices.

A world-class innovation zone project
As an evolving project within the framework of the Quebec government's Innovation Zones, Ville de Laval has expressed its willingness to submit the Carré Laval project to the government. This evolving and ambitious project will be planned and carried out in perfect harmony with the major orientations of the strategic vision Laval 2035: urban by nature, and the specific urban planning program for the downtown area, which will be drawn up over the coming year. The Carré Laval development features several natural components, including a magnificent water feature and a cliff as star elements. Particular emphasis will be placed on carbon neutrality, while the area will be a car-free environment where active mobility will take center stage.
